Circular on Issuing the List of Key Projects for Green, Low-Carbon and High-Quality Development of Shandong Province in 2024

All Municipal Development and Reform Commissions, Relevant Provincial Departments and Institutions:With the approval of the Provincial People’s Government, we hereby issue the List of Key Projects for Green, Low-Carbon and High-Quality Development of Shandong Province in 2024 (hereinafter referred to as the "Provincial Key Projects") to you, and notify relevant requirements as follows:

I. Strengthen Organizational Leadership

All authorities at all levels shall take the provincial key projects as a core driving force for advancing the construction of the Pilot Zone for Green, Low-Carbon and High-Quality Development, earnestly assume the primary responsibility for project advancement, improve working mechanisms including leading cadres’ paired assistance and special task teams, ramp up policy support and factor guarantee, properly conduct project statistical inclusion, accelerate early commencement, rapid construction and prompt deliverables of projects, and ensure fulfillment of annual targets and tasks.

II. Boost Coordinated Advancement

Actively implement preconditions for project construction, complete preparatory work for Q1 project commencement, and speed up the generation of physical construction workload. Refine full-lifecycle management and services for projects, adopting list-based management and accountability-driven advancement. Target bottlenecks and obstacles hindering the implementation of provincial key projects, formulate customized solutions for each project to effectively resolve practical difficulties for enterprises. Strictly enforce the work safety accountability system, standardize construction site management, and build safe and high-quality projects.

III. Intensify Factor Support

Relevant provincial departments and institutions shall further implement the mechanism of "factors follow projects", formulate special policy measures, and continuously strengthen all-round factor guarantee for provincial key projects. Scale up financial support through central budgetary investment, local government special bonds, special treasury bonds and other funding channels; prioritize application and allocation for eligible projects. Carry out project promotion, financing matchmaking, fund coaching and other activities to fully meet projects’ demands for financing, technology, talent and other production factors.

IV. Reinforce Management and Supervision

All projects shall be incorporated into the provincial key project management and service platform for scheduling oversight, with monthly scheduling, monthly reporting and monthly notification mechanisms in place. By the 5th day of each month, submit the progress of the previous month, completed investment, physical construction milestones and other information via the platform. Enhance supervision and service; for slow-progress projects, push forward implementation via circular notices, accountability interviews, on-site supervision and other measures, and launch special inspections where necessary.

1. Northern Education Equipment Industrial Base Project of Shandong Xingdou Information Technology Co., Ltd.(Annual output of 45,000 sets of interactive touch all-in-one machines, education cloud platforms and other products)
2. Infrared Thermal Imaging Complete Equipment Project of Yantai IRay Technology Co., Ltd.(Total construction area of 35,000 sq.m., annual output of 3.5 million sets of infrared imaging series products)
3. Bonded Virtual Reality Industrial Park Project (Phase II & III) of Weifang Comprehensive Bonded Zone Investment and Development Co., Ltd.(Total construction area of 89,000 sq.m., construction of factory buildings, comprehensive buildings and supporting premises)
4. Electronic Glass Cover Plate & Semiconductor Packaging and Testing Project(Total construction area of 12,000 sq.m., annual output of 10 million pieces of electronic glass cover plates and LED products)
5. Polyimide Slurry, Thin Film and Flexible Copper Clad Laminate Project of Qingdao Dayixing Co., Ltd.(Total construction area of 90,000 sq.m., annual output of 1,000 tons of polyamic acid, etc.)
6. Production Line Renovation Project of Shandong Xinghua Semiconductor Co., Ltd. for Upgrading 5-inch Wafers to 6-inch Wafers with an Annual Output of 360,000 Wafers(Total construction area of 15,000 sq.m., annual output of 360,000 pieces of 6-inch wafers)
7. Optical Preform Project of Shandong Huaguang New Materials Technology Co., Ltd.(Total construction area of 44,000 sq.m., annual output of 400 tons of optical preforms)
8. Commercial Cryptography Product Upgrade Project of Yuweng Information Technology Co., Ltd.(Total construction area of 2,000 sq.m.)
